PFA 2010 Franchise Expo: Franchisors Reluctant to Give Info About Their Franchise Unless You Sign-up with Them????

I read in the USA that franchisors are required to present their Universal Franchise Agreement to would-be franchisees aside from data about their track records as part of the Evaluation process of the investor.

In the Philippines, I noticed that hardly any information is being given or shared by franchisors unless you have submitted a Letter of Intent and paid the franchise fee. They claim fear of leakage of confidential data to their competitors but that means for the franchisee, it is GAMBLING.

Should we trust such franchisors?
